One of the potential roadblocks to fulfillment of Article 6 of the 1865 treaty involves a $15,000,000 compromise reached in 1965 between the United States and the Cheyenne and Arapahoe Tribes. SCMDT believes, however, that the settlement was not intended to provide redress for the 1864 massacre at Sand Creek.
